[MLv2] Migrate `usesMetric` using new question filter from the `GET /api/card` endpoint (#38481)

* Rewrite `MetricQuestions` to use new question filter

* Remove unused selector

* Remove unused Question method

* Convert `MetricQuestions` to a functional component

* Expose new methods on the `Question` prototype

* Use new Question methods in `MetricQuestions`

* Fix implicit return

* Mark `metric` prop as required
