Disable remapping when syncing Field values. Handle human readable values in `GET /api/field/:id/values` (#19901)

* Disable remapping when syncing Field values. Handle human readable values in GET /api/field/:id/values

* Don't require `:has_field_values` to be list to actually return anything.

* Make sure GET /api/field/:id/values returns :field_id or it breaks the FE

* Fix add-dimension-projections middleware not respecting disable-remaps? key
