Replace "Other Categories" with "Text or Category" section (#15557)

* add string parameter to dashboards instead of replacing location/category

* merge category and string sections

* make location options strings when flag flipped

* update strings in cy tests

* filter location fields when using text/category parameter

* Microcopy tweaks

* update more cy strings

* replace location switch default with isLocation
