Added min/max metadata to numerics and a default binning strategy

Make sure we use `driver/sync-in-context` when getting a sample

Oracle specifically has long unrounded decimals that cause tests to
fail. This munges results to round the decimals to 3 places before comparing.

This commit reworks binning to use the new fingerprint field added
during analysis, rather than the (no longer existing) min/max columns
on the metabase_fields table.
