Using version 220 of `jest-localstorage-mock` required that we upgrade
our version of NodeJS from our previous minimum of 6.11.3. To support
that, this commit switches from the deprecated
`java:openjdk-8-jdk-alpine` docker image to the newer
`openjdk:8-jdk-alpine` image. This image is running Alpine version 3.8 which
has NodeJS 8.11.4 in it's repository. This also bumps the minimum
version of node in the packages.json file.

* Fix memory leak found using RedShift JDBC Metadata methods

Running sync calls several JDBC metadata methods that return
`ResultSet` objects. According to the JDBC spec, when the connection
associated to the JDBC ResultSet has been closed, it should free the
resources used by the ResultSets that were left open in that
connection. That doesn't look to be happening in RedShift. Closing the
ResutSet instance ourselves before the connection closes will ensure
that these resources are freed and doesn't allow the RedShift bug to
occur.

This commit reduces the number of test runner workers for Jest tests
from 10 to 8. This will use less memory and hopefully avoid Circle CI
4GB memory limit test failures. It also fixes some tests that have
nested `it` clauses. This doesn't run correctly on older versions of
Jest and will fail fast on newer versions of Jest.

Fixes #6790
