Integrate translation builds into ./bin/build

The other endpoints in the pulse API have switch over to
accepting/returning HybridCards but `/pulse/test` was still expecting
a `CardRef`. This caused issues when the UI which was using the
results of the GET request in the body of the `/pulse/test` POST.

Refactor and externalize driver details strings

Add option to propagate permissions to sub collections

There was a lot of duplication in the definition of driver details for
most of the drivers. Some of the strings that needed externalized were
slightly different. This commit moves those common driver detail maps
into `metabase.driver` and each of the drivers just references the
defs from there.
