Refactor and externalize driver details strings

Add option to propagate permissions to sub collections

There was a lot of duplication in the definition of driver details for
most of the drivers. Some of the strings that needed externalized were
slightly different. This commit moves those common driver detail maps
into `metabase.driver` and each of the drivers just references the
defs from there.

Fix LDAP setting validation

* check for data access to display new questiona and data reference nav items

* only render nav if there is a current user

Don't add default collection to native query unless required

Metabot needs to include `collection_id` when pulling cards

Consolidate some strings

The collection_id is needed to check the permissions of the card,
added it an a test that will catch this kind of problem in the future.
